Case study – Empowering Sustainable Futures: The Transformative Impact of Revolving Energy Funds

This session will explore the innovative approach of Wingecarribee Shire Council in addressing energy challenges through the Regenerative Energy Fund (REFund).

Participants will learn how the council, with its unique energy demands, created the REFund to promote energy efficiency, reduce emissions, and save on electricity costs.

The session will highlight the fund’s evolution, its tangible successes in implementing energy projects, and key lessons learned, offering valuable insights for other councils and organisations pursuing sustainable energy initiatives.

With over 11 years of experience in local government, Karen Thorogood has worked across the fields of Horticulture, Natural Resource Management and Sustainability.

Since 2011 the Wingecarribee Council Environment and Sustainability team have been implementing energy efficiency projects that have been instrumental in driving significant environmental initiatives . Under the leadership of Manager Barry Arthur, the Council achieved a reduction of approximately 50% in greenhouse gas emissions between the 2021/22 and 22/23 financial years.

Notable accomplishments include establishing a Power Purchase Agreement for 100% renewable energy for the majority of council sites, upgrades of street lighting to LED, solar installations at the Civic centre, depots, pools and other facilities and various other upgrades.

In her upcoming presentation, Karen will delve into the development and history of Wingecarribee Council’s Revolving Energy Fund, sharing insights on how innovative funding mechanisms can support sustainable initiatives in local government.
