NRT courses delivered by LG Training Academy (LGTA) 

LGTA currently has three qualifications from the BSB-Business Services Training Package on scope and is authorised to deliver them  across Australia. These courses have been tailored to meet the specific needs of the professionals working in the government agencies, in particular the local government sector.

Unique Student Identifier (USI) 

From 1 January 2015, USI is mandatory for issuing a nationally recognised VET qualification or statement of attainment on completion of a course. In addition, we are required to include your USI in the data we submit to National Centre for Vocational Education Research (NCVER) as a part of annual mandatory reporting. So please keep your USI ready at the time of filling out the enrolment form for any of our accredited courses.

Course delivery   

The training sessions of these courses are delivered face-to-face in the following four formats and the academic support sessions online:
Public course-Sydney: 
LGP office, Sydney CBD with the option for participants to attend it (fully/partially) remotely via Zoom.
Regional NSW- Through Joint Organisations (JOs): 
This is based on demand and subject to getting the minimum required numbers.  
Public course- Other Metro Cities across Australia: This is based on demand and subject to getting the minimum required numbers. 
Onsite at clients’ venue: Can be delivered at clients’ premises on demand if they have ten or more (max. 20) learners.

PS: These courses will proceed as planned subject to getting the minimum required numbers. In the event the course delivery becomes financially unviable at any stage, we may have to cancel it. However, we will work with the students to come up with suitable arrangements to protect their interests. Please note that this disclaimer is only in place in case of unforeseen financial difficulties, and we will do our best to avoid such situations.

Option to attend a course via Zoom

Our regional and rural clients can use Zoom, the online platform that allows people from any geographic location, the opportunity to remotely attend (fully/partially) the courses which are conducted at our office in Sydney.
This app is very lightweight on Internet and requires only a computing device with audio and video options. The multimedia options facilitate interactions with the trainer, view trainer’s presentations, ask questions, take part in the discussions, and get access to the other training resources. These happen seamlessly in a real-time environment, giving a physical classroom experience. 
For the participants, this results in not only substantial reduction in the overall training cost since there are no travel and accommodation expenses, it also minimises time spent away from home.

 PS: Due to the impact of pandemic, should the government restrictions be imposed, we will shift to online delivery without any change in the schedule.

Qualification description: This course offered by LGTA reflects the role of individuals who apply knowledge, practical skills and experience in leadership and management across a range of enterprise and industry contexts. Individuals at this level display initiative and judgement in planning, organising, implementing, and monitoring their own workload and those of others. They use communication skills to support individuals and teams to meet organisational or enterprise requirements. They may plan, design, apply and evaluate solutions to unpredictable problems, and identify, analyse, and synthesise information from a variety of sources.

Future study options: On completion of this course, you may be eligible to do

Delivery period: Obtaining a diploma typically requires 1-2 years of learning. This course is set up to be delivered and completed over 56 weeks. This does not include the holidays over Christmas and New Year.

One month has been allocated for each of the 12 units. For every unit, the following training and learning activities need to be completed by the students during the specified period. A detailed session plan will be provided after enrolling in the course. 

  1. Training Session- One full day (9.00 AM to 5.00PM)
  2. Mandatory Academic Support Session- Two sessions of two hours each per unit
  3. Guided, individual and workplace learning
  4. Assessments

Academic support sessions: The students are required to attend the two mandatory support sessions of two hours each for every unit. Additional optional support sessions can also be organised for the learners on a need basis.

Mode of delivery: This course will be delivered in a blended mode comprising of 12 full days (9.00AM to 5.00PM) of face-to-face sessions. The academic support sessions will be delivered online.  

Assessments:  For successfully completing the requirements of this course, the learners will be required to complete a number of assessments that will primarily include written questions, research reports and projects. The trainer & assessor will discuss the assessments in the class. The students will need an average of 6-8 hours per week to complete all the assessments by the end of 56 weeks of the course.

Entry requirements: The training package as per training.gov.au (TGA) doesn’t specify any entry requirements. However, since the course is targeted at only working professionals, LGTA has the following admission requirements:

  • Must be at least 18 years old at the time of admission. 
  • Have a minimum of two years’ recent professional experience at operational level in the current role or similar previous role/s in the local government sector or any other industry.
  • Have basic computing skills that may include the essentials of Word, Excel, PowerPoint, email system (e.g. Outlook, Gmail etc.) and Internet search engine (e.g. Google). 
  • Should undertake an online Language, Literacy, and numeracy (LLN) test to be organised by LGTA.
  • Pre-enrolment review: candidates will fill the pre-enrolment form online, submit their resume and the Head of Training will conduct a short online review with the candidates to ascertain they meet all the requirements for admission confirmation.

Credit transfer and Recognition of Prior Learning (RPL): Please refer to the student handbook for more information.

Course fee (public courses): A flat fee of $4,500.00 (GST free). This includes all costs associated with delivery, admin, catering, assessment marking etc. and there is no additional cost for the learners.  Please refer to the student handbook for more information around fee payment and cancellation policy.

Training Venue for advertised course: LGP Office Sydney NSW. There is an option for the students to attend it online via Zoom.

Computing device: Students are expected to have their own computing device in order to access the course resources and complete all the required assessments. LGTA will have a limited number of laptops* for the students to borrow during a training session, if requested in advance and subject to availability.

Qualification description:

This course offered by LGTA reflects the role of individuals in a variety of Business Services job roles. These individuals may have frontline management accountabilities. Individuals in these roles carry out moderately complex tasks in a specialist field of expertise that requires business operations skills. They may possess substantial experience in a range of settings but seek to further develop their skills across a wide range of business functions.

Future study options: On completion of this course, you may be eligible to do

Qualification description: This course offered by LGTA reflects the role of individuals who apply project management skills and knowledge in a variety of contexts, across a number of industry sectors. The job roles that relate to this qualification may include Project Manager and Project Team Leader. Individuals in these roles have project leadership and management roles and are responsible for achieving project objectives. They possess a sound theoretical knowledge base and use a range of specialised, technical, and managerial competencies to initiate, plan, execute and evaluate their own work and/or the work of others.

Delivery of Procurement Qualifications-Third Party Arrangement 

In partnership with Major Training Services Pty. LTD (Code 90748), the following procurement qualifications are made available to LGP clients. MTS is the subject matter expert in this space and has been providing procurement and contract management training services to Australian Commonwealth, State Government, Local Government agencies and other corporations for the last twenty years.

About CIPS: As the professional body for the procurement and supply profession, CIPS uses its global standard, network, education, expertise and charter for public good to ensure that procurement and supply chain management professionals have the capabilities and responsibility to deliver sustainability goals for their organisations. LGP has entered into an agreement with CIPS to extend the professional benefits to people doing accredited procurement qualifications through us. The validation period (the time frame during which a student enrols and completes these courses) of this arrangement is 07 March 2016- 31 December 2021.

If you are working towards the Cert IV in Procurement and Contracting or the Diploma or the Advanced Diploma of Procurement and Contracting, there is a pathway for you to achieve MCIPS Chartered professional. This is the globally recognised designation for procurement and supply professionals and represents your Professional License.

Achieved the PSP40616 Cert IV in Procurement and Contracting? You are eligible to start the CIPS Diploma in procurement and supply and progress towards MCIPS Chartered professional.

Achieved the PSP50616 Diploma or the PSP60616 Advanced Diploma of Procurement and Contracting? You may be eligible for exemptions from modules within CIPS professional qualifications. This means you will only need to complete the remaining CIPS modules to achieve your CIPS qualification and progress towards MCIPS Chartered professional. Details of procurement qualifications offered

Overview: This qualification allows for the attainment of competencies required for independent and self-directed work as a procurement and contract manager in the public sector. It is suitable for individuals who apply integrated technical and theoretical concepts in a broad range of contexts to undertake advanced skilled duties in a procurement and contracting environment. Local Government Procurement (LGP) in partnership with Major Training Services (MTS) Pty Ltd (RTO Code 90748) is offering this course for its clients. MTS has the subject matter expertise and has been providing procurement and contract management training services to Australian Commonwealth, State Government, Local Government agencies and other corporations for the last twenty years.

Delivery period: Obtaining a diploma typically requires 1-2 years of learning. However, at an accelerated pace targeted at experienced procurement practitioners, it is set up to be delivered over 12 full days (8.30 AM to 4:30 PM) in three modules as listed below. It is mandatory to attend all the three modules as you will be required to complete assessment activities during this time. It is mandatory to attend all the three modules as you will be required to complete assessment activities during this time. Apart from the assessment activities done in the class, you will require extra time beyond these twelve days to complete additional assessments. The time needed to complete these assessments will vary, depending on an individual’s preference and capabilities.
*PS: The delivery for this year commenced in August 2023 and we are now inviting EOI for the next intake. 

Entry requirements including Language Literacy and Numeracy (LLN)

It is a requirement that learners wishing to enrol on the PSP50616 Diploma of Procurement and Contracting course must first satisfy the MTS entry requirements, as follows:

  • At least three (3) years’ experience working in the field of Procurement and Contracting (letter from your employer or CV).
  • Are working in Teams within business units with established business plans, policies and business processes.
  • Prior completion of a Certificate IV level qualification or higher in English to address LLN (copy of certificate to be provided with enrolment form). If a learner has not completed at minimum, a Cert IV level qualification in the past, MTS will need to request the learner to complete an online LLN assessment prior to accepting an enrolment.

Delivery period: Obtaining an advanced diploma typically requires 1.5-2 years of learning. However, at an accelerated pace targeted at experienced procurement practitioners, it is set up to be delivered in three modules, over 12 full days (9.00 AM to 4:30 PM). It is mandatory to attend all the three modules as you will be required to complete assessment activities during this time. In addition to class assessments, you will require additional time beyond these twelve days to complete four (4) assessment projects. The time needed to complete these assessments will vary, depending on an individual’s preference and capabilities.

Entry requirements including Language Literacy and Numeracy (LLN)

Although there are no legislated pre-requisites, as this an accelerated program targeted at experienced procurement practitioners, it is highly recommended that anyone undertaking this program should meet the following criteria:

  • Hold at least a Certificate IV Qualification or higher in English to address Language, Literacy and Numeracy requirements or complete an LLN assessment prior to the course.
  • Demonstrable experience in public or private sector procurement by citing examples of direct involvement in preparation of tendering documentation, evaluation of tenders and managing contracts.
  • Five years’ work experience in conducting government or private sector procurement activities.
  • Are currently working in teams within business units with established business plans, policies and business processes and have met the minimum standards for performance in their current roles.
  • Have completed training provided by the employer on: Work, Health and Safety arrangements, fraud awareness, sustainability programs, financial management arrangements

It covers the broad range of skills required to operate without supervision in a procurement and contracting environment. Local Government Procurement (LGP) in partnership with Major Training Services (MTS) Pty Ltd (RTO Code 90748) is offering this course for its clients. MTS has the subject matter expertise and has been providing procurement and contract management training services to Australian Commonwealth, State Government, Local Government agencies and other corporations for the last twenty years.

Delivery period: Obtaining a Certificate-IV typically requires 0.5-2 years of learning. However, at an accelerated pace targeted at working practitioners, it is set up to be delivered over 12 full days (9.00 AM to 4:30 PM) in three modules as listed below. It is mandatory to attend all the three modules as you will be required to complete assessment activities during this time. Apart from the assessment activities done in the class, you will require extra time beyond these twelve days to complete additional assessments. The time needed to complete these assessments will vary, depending on an individual’s preference and capabilities.

Module 1: Wed, 13 Dec 2023 – Fri, 15 Dec 2023 
Module 2: Tue, 06 Feb 2024 – Fri, 09 Feb 2024
Module 3: Mon, 18 Mar 2024 – Fri, 22 Mar 2024

Entry requirements including Language Literacy and Numeracy (LLN)

It is a requirement that learners wishing to enrol in the PSP40616 Certificate IV in Procurement and Contracting course must first satisfy the MTS entry requirements, as follows:

  • One year’s experience working in the field of Procurement and Contracting (letter from your employer or CV). and
  • To determine your LLN level, the provision of a Certificate IV qualification or higher in English (copy of certificate to be provided with enrolment form). If a learner has not completed at minimum, a Certificate IV level qualification in the past, MTS will need to request the learner to complete an on-line LLN assessment prior to accepting an enrolment.
