Phyllis Miller OAM Takes Top Honours at 2025 Ministers’ Awards

LGP Board Member Phyllis Miller OAM has been recognised with the Councillor Lilliane Brady OAM Award at the 2025 Ministers’ Awards for Women in Local Government, held at Parliament House, Sydney.

Phyllis has served on the LGP Board since July 2022, where she brings her deep experience, leadership, and advocacy for regional communities to guide and strengthen our organisation’s work. A champion for rural issues, Phyllis made history as the first, and only, woman elected President of the NSW Shires Association in its 100-year history.

Currently, she serves as President of Local Government NSW, Mayor of Forbes, Board Member of the Central West Organisation of Councils, Chair of the National Parks and Wildlife Advisory Council, and Board Member of the Australian Local Government Association.

The Councillor Lilliane Brady OAM Award recognises women who have demonstrated exceptional dedication and service to their communities. Named after the late Mayor Lilliane Brady, the longest-serving female mayor in NSW history, the award holds special meaning for Phyllis, who worked closely with Cr Brady for more than two decades.

“I had the tremendous honour of working closely with Lilliane for over 20 years, so this is such an honour to receive an award in her name,” Phyllis said. “As a fellow country mayor, we had a lot in common — we exchanged ideas, solved problems together and supported each other. She was an amazing servant to the community of Cobar, and I hope I have similarly helped the great people of Forbes over the years.”

Phyllis also extended her congratulations to other award recipients and praised the recognition of women’s achievements in local government.

“These awards are so important in highlighting the strong, determined and inspiring women doing incredible work in their communities,” she said. “I congratulate all of the winners and thank them for their service, as well as the NSW Government for continuing to shine a light on women’s leadership.”
