LGP Contract Coverage Supporting Council Waste Management & Circular Economy Goals

As part of the Sustainability Pillar in the FY23–26 LGP Strategic Plan, Local Government Procurement (LGP) conducted a review of all 128 NSW Councils’ Community Strategic Plans to better understand how LGP’s contracts support local government waste management and circular economy priorities.

Using NVivo, a qualitative thematic analysis software, the team identified over 700 environmental goals, with 150 directly related to Waste Management and the Circular Economy. These 150 goals were manually mapped against LGP’s full contract suite to identify areas of alignment and support.

Key Findings

Of the 150 relevant goals, 93 (62%) were found to be directly supported by existing LGP contract categories. These include a broad range of goods and services designed to assist councils in advancing their environmental and circular economy objectives.

Some of the relevant contracts include:

  • LGP119 – Asbestos Removal & Remediation

  • LGP319 – Energy Services

  • LGP1107-3 – Operating Lease Services

  • NPN111-4 – Mobile Garbage Bins (MGBs), Waste Products & Services

Circular Economy Filter Tags: Adding Even More Value

LGP’s Circular Economy Filter Tags provide further environmental benefits by helping councils quickly identify suppliers offering sustainable product solutions. The filters support six key areas:

  • Recycle – Products incorporating recycled materials

  • Reduce – Minimising the use of virgin and natural resources

  • Rethink – Lease, rent, or product-as-a-service models

  • Repair – Services that extend the life of assets

  • Re-use – Products that are second-hand or reusable

  • Return – End-of-life options such as remanufacturing or repurposing

Supporting Council Sustainability Outcomes

LGP’s Contracts and Circular Economy Filter Tags are helping councils across NSW to reduce landfill, promote waste minimisation, and drive resource recovery. Councils can confidently choose LGP-approved suppliers offering solutions such as:

  • Sustainable energy generation

  • Essential water, waste, and sewer infrastructure

  • Organic waste management products

  • Waste auditing and contamination reduction services
