Carly Cembala – LGP Annual Conference 2025

Modern Slavery in Procurement: Singleton Council’s Approach

Modern slavery is a critical challenge for councils, particularly smaller regional ones with limited resources. At the LGP Annual Conference, Carly Cembala, Procurement Coordinator at Singleton Council, will share a practical case study of how her team embedded modern slavery mitigation measures and met the requirements of the Guidance on Reasonable Steps (GRS).

Carly will cover the real challenges faced, from minimal guidance and resource constraints to the cultural changes required – and the actions taken, including refining risk assessment tools, strengthening ethical sourcing practices, and improving transparency in procurement governance.

Attendees will leave with practical insights and lessons that can be applied in their own councils, helping to strengthen procurement practices and prepare for future compliance requirements.

Hear from Carly Cembala at the LGP Annual Conference and learn how Singleton Council is tackling modern slavery in procurement.
