“Wollondilly Shire Council (WSC) engaged Local Government Procurement (LGP) to manage the tender process for the proposed new fire station located at Bargo NSW. This included drafting the request for tender documents.

The reason LGP were engaged is due to their extensive knowledge of the local government tendering regulations and previous experience.

WSC determined that this tender should be a two envelope system with a scoring of a non-price element and a price element. The non-price elemet established a ranking prior to the prices being made available to the evaluation panel.

Tenders were called via Tenderlink and local tenderbox.

LGP with WSC developed an approved tender evaluation plan. This process was managed well and utilised the online tender forum through Tenderlink.

This provided a central repository for questions and clarifications. All the schedules and returnables were managed online nd this process was managed well.

Overall the experience with the LGP Consulting Team was excellent and I would recommend their services.

One improvement that could be implemented in further tender engagements is extending the online forum to include the issue of specific addendums that would be bound into the contract and returned with the tenderers tender. The forum had a trail of all the questions and answers which made for extensive checking to ensure that the preferred tenderer had included all the information in his price. Specific addendums bound into the contract would speed up the tender review process and in the preparation of a contract bond copy.”
