Procurement Qualifications

LGP in association with Pro Leaders Academy, a registered training organisation (RTO), have the following nationally accredited courses on offer.

These accredited courses are specifically developed for NSW council staff and are relevant to those who have any involvement in purchasing, stores, tendering and contract management function.

 

Certificate IV in Procurement and Contracting

The Certificate IV in Procurement and Contracting course has been tailored to meet the unique requirements of the Local Government sector. What sets this course apart is that it was developed and is delivered by Pro Leaders Academy, subject matter experts in the field of government procurement, with the specific legislative and process needs of NSW local council staff in mind.

This course offers a practical, hands on program in which participants will practice developing the necessary procurement plans, gaining approvals, developing key documents such as the Specification of Requirements, the Request for Tender and the Tender Evaluation Plan. Participants will also have the opportunity to conduct several realistic simulated tender evaluations to select a preferred provider. Participants will also become aware of the legislative, legal and policy framework within which regulates government procurement, contracting processes and will be able to conduct your procurement and contracting activities within the rules.

This Certificate IV qualification will develop skills to enable you to:

  • Plan, conduct and manage procurement processes
  • Develop and manage contracts for the delivery of goods and services
  • Identify, plan for and manage risks in the procurement process
  • Exercise delegations

The Certificate IV is 11 days long, made up of two and three-day blocks of training with the last three days focusing exclusively on assessment. This means that most participants will be able to complete all the training and their assessment tasks in the time allocated for the program - no homework!

Diploma of Procurement and Contracting

Local Government Procurement in association with Pro Leaders Academy, a registered training organisation (RTO), is now offering council staff a Diploma of Procurement and Contracting. This is a great opportunity for Local Government staff that have completed Certificate IV to progress to a higher qualification.

This nationally accredited qualification comes under the current PSP04 - Public Sector Training Package. It is a specialist qualification covering the competencies required for independent and self-directed work as a procurement and contract manager in the local government sector. Elements of PSP52512 - Diploma of Procurement and Contracting Qualification have been specifically contextualised to meet the needs of Local Government staff.

The skills you will learn will enable you to:

• Conduct more significant procurements, including managing contract performance
• Apply government processes, implement policy and promote and monitor compliance with legislation
• Coordinate risk management activities and manage contract risk

You will gain a comprehensive understanding of the public sector business environment and develop valuable specialist skills for purchasing, procurement and contracting.

Advanced Diploma of Procurement and Contracting

The Advanced Diploma is a qualification that requires breadth, depth and complexity involving analysis, diagnosis, design, planning execution and evaluation across a broad range of technical and/or managerial functions including development of new criteria or applications or knowledge or procedures. It requires the application of a significant range of fundamental principles and complex techniques across a wide and often unpredictable variety of contexts in relation to either varied or highly specific functions. Contribution to the development of a broad plan, budget or strategy is involved and accountability and responsibility for self and others in achieving the outcomes is involved.

This is a practical program in which participants will develop the strategic management skills necessary to operate at the middle to senior management level in the public sector, with emphasis on conducting and managing higher level and more complex procurement processes. Participants will participate in significant case studies, negotiation scenarios, making presentations and will also examine the legal, legislative and policy framework within which higher level procurements occur.

This Advanced Diploma course will enable you to:

• Develop a comprehensive understanding of strategic procurement and contract management in the public sector, including legislative requirements.
• Understand the importance of good corporate governance and internal controls.
• Support strategic thinking in relation to government procurement issues.
• Communicate effectively with staff and other stakeholders.
• Support productive working relationships and achieve results

The Advance Diploma is 12 days long, made up of two and three-day blocks of training. The last 2 days of the course are an assessment workshop.  You will be required to undertake some preparatory research within your organisation.  This may require up to 10 hours of your time outside class.
